Oraan is a hobgoblin gangster. He formerly had ties to the Dark Moon, and has since been apprehended by the party and resides in the holding cell in the basement of the New Stormcastle Lawbringers' Guild guildhall.
He is a little short for a hobgoblin, with slicked black, greasy black hair and a little pencil mustache. He usually wears a black button-up shirt.
