Oraan is a hobgoblin gangster. He formerly had ties to the Dark Moon, and has since been apprehended by the party and resides in the holding cell in the basement of the New Stormcastle Lawbringers' Guild guildhall.
In addition to the Dark Moon, he also had ties to Vask Sil. When the party revealed to Vask that he was working with the Dark Moon, Vask cut off these ties.
Oraan normally lives in a penthouse in Mr. Lucky's Lucky 13 Hotel and Casino.
