Oraan is a hobgoblin gangster.
In 818 GE, Oraan was under the employ of Vask Sil, managing a crew of goblinoids in a warehouse in New Stormcastle. When the Second Party arrested him, their guildmaster Kathleen Darby said they had to release him, that he was under the "protection" of Lord Sil. The party uncovered that he was also working for Dark Moon on the side, smuggling artifacts through Sil's warehouse. When they revealed this to Vask, he cut off all ties and ended Oraan's protection.
