There is no true government of Tortoran. Distant cities and settlements attempt to remain in contact through magical means, but all have agreed that they will trade when they can and keep in contact as best as possible. However, each city is entirely different, some have councils, some have kings/queens, while settlements have mayors, military leaders, or raiders who rule over that safe haven. Each city is responsible for themselves, and each settlement is responsible for themselves, but they have created a council called the '''Survivor's of Tortoran''' that magically communicate every month to inform or update one another on their survival. With the joining of the '''Dark Pact''' in 1762 ADW, '''Duzgredar''' joined in this council and have been sending aid to all these surviving cities and settlements to ensure they remain surviving.

A country still ravaged by the Divine War, Tortoran is a desolate wasteland split and ruled by small factions, kingdoms, and people just trying to survive. Once a great continent of empires, the Divine War decimated billions of lives and totally annihilated the once beautiful country; now it is a wasteland of deserts, ruined structures, grasslands, and scorched earth flatlands. The environment is not the only danger within, strange creatures that were changed and mutated by the events of the Divine War now patrol and live out in the dangerous wastelands, threatening settlements and small city-states alike.

Tortoran is not all doom and gloom, for the life that remains on the continent is strong and unified. Settlements attempt to regularly trade with one another, and cities of the living dead and strange monstrous people live out isolated from the deeper portions of the wastelands. In more recent times, Tortoran joined the Dark Pact, which was mainly a decision made by the city-states that had rulership over some land. The Dark Pact took this as an opportunity to not only assist the rebuilding of many cities and ruined places, but to colonize the land as best as they could. Duzgredar, or the Orcish countryside, and main leaders of the Dark Pact, took to creating colony bases and military bases on the desolate lands, building up their armies far from the ever-watching eyes of their rival faction, the Alliance.
