			There is no true capital of Tortoran, as it has always been a collection of survivors and wasteland cities. However, from time to time, a massive and prosperous city rises up and claims the title of "Capital of Tortoran." This claim is nothing more than just a claim, but many people flock to these locations for a better chance of survival in the wasteland. These places are called "Beacon Cities," named for their beacon-like properties, bringing people in from all over the continent.

Distant cities and settlements attempt to remain in contact through magical means, but all have agreed that they will trade when they can and keep in contact as best as possible. However, each city is entirely different, some have councils, some have kings/queens, while settlements have mayors, military leaders, or raiders who rule over that safe haven. Each city is responsible for themselves, and each settlement is responsible for themselves, but they have created a council called the '''Survivor's of Tortoran''' that magically communicate every month to inform or update one another on their survival. With the joining of the '''Dark Pact''' in 1762 ADW, '''Duzgredar''' joined in this council and have been sending aid to all these surviving cities and settlements to ensure they remain surviving.
