Sheng-Lao, also known as the Coastal Citadel, is the largest, most densely populated city in the Alliance and has a population of roughly 47,000 people. Sheng-Lao was named for its first leader, Emperor Tatsu Sheng-Lao Teng who established the first recognized governable political body in the Alliance. The city acts as the coastal trade metropolis of the southeastern region, its primary exports being textile, steel, and agriculture, with competition with Meadowcraft in the latter. Sheng-Lao is a city rich with history, culture, and opportunity. That's if you can even afford the latter. The Coastal Citadel is the epicenter of one of the largest civil rights movements in the Alliance. A city wrought with political and social injustice that many believe has turned into a police state under the Harayumi family.

Districts and Notable Locations
The Grand Palace
Home to the royal family and headquarters of the Shinsengumi. The Grand Palace is a massive complex where the rich, privileged nobles, dignitaries, and their guest dine in the lap of luxury. A testament to the greatness that is the Harayumi family.
Inner City
Home to the upper-class, and quickly fading middle-class. Inner City is the beautiful cultural melting pot that the Harayumi family sells to tourists, a sprawling city of food, business, and culture. You just have to want it.
Undercity
Behind Inner City and the Grand Palace, quite literally in the city's shadow, is Undercity. A bastion of forlorn hope where more than half of the city's poverty stricken population is forced to live in ramshackle favelas wrought with disease, crime, and drugs. Any deemed a "Non-Citizen" is forced to live an undetermined amount of time in Undercity while their citizenship status is reviewed by the city. Despite the economic and political destruction of those living in Undercity, its people make do. Many say that Undercity hides the real story and culture of Sheng-Lao, of people banding together, feeding and clothing each other, building their own schools, holding their own charity events, and writing their own music. Undercity is all that's wrong with Sheng-Lao, but the beauty of how pain and strife brings people together really is something. If only they'd learn to all stand up.
