Uro is a human wizard who is a member of the International Academy of Spellcasters and Mages in New Stormcastle. He also had many connections in the criminal underworld of the city, and arranged meetings between people for a fee.
Maru the Bard hired Uro to steal and smuggle the White Dragon Claw into New Stormcastle and deliver it to him. Kaza worked with Uro to discreetly teleport people into the city using the Academy's teleportation circle, until Uro had Kaza and the party "arrested" by the Academy.
