The mayor of Oakvale and Croak and Dagger's very first quest giver. Tobias Fillmore was having trouble obtaining enough cider for Oakvale's yearly festival. He hired Croak and Dagger to check on the reclusive cidermaker, Newton Tell, and see where he was with his delicious batch of cider. Since Croak and Dagger's first quest, old age is beginning to settle on Tobias. He made another appearance during the Festival of Lanterns in which he invited Croak and Dagger to join in the gothic festivities.
