Menzoberranzan is a large city-state in the upper Underdark. The non-enslaved population is almost entirely drow and the city follows the ways of Lolth.
Government
The city is lead by the Council of Eight, a council of high priestesses of Lolth, each coming from one of the 8 top-ranking drow noble houses.
